Following the House of Lord's acceptance of government amendments to the Criminal Justice and Courts Bill, Melanie Carter is quoted in the Third Sector as saying that these new rulings "would undermine the capacity of charities to protect the vulnerable."

Charities would feel these provisions most acutely, she continued, because, "They are less likely than, say, government departments or private companies to be able to afford the financial risks associated with intervening."
