Bates Wells Braithwaite, HCT Group and E3M (which runs social enterprise public service supplier and Bold Commissioner networks) have released a new report, The art of the possible in public procurement, examining the implications of the new Public Contracts Regulations 2015 and the options the regulations provide for public service commissioners. The report also presents a set of scenarios that seek to demonstrate the scope of what the regulations allow commissioners to do.
The report proposes that the new regulations provide commissioners with great deal of flexibility to achieve the outcomes they seek for their communities. The publication highlights some of those flexibilities, how to unlock them and some of the practical things that can be achieved within the scope of the law.
